 weed screen I'm putting mulch down. Should I apply weed screen under the mulch or on top?

Re: weed screen if possible apply under new mulch, and scratch into the surface being careful not to harm new or existing desirable plants. If not apply mulch or existing mulch apply on top of mulch and gently work into to mulch. Review label on back of bag.
