Should I repeat step 1 for a big crabgrass problem

Built a house last year and put down hydroseed to grow our lawn which was quickly overrun with crabgrass on the entire property as the heat in NY shot up to 90+ for almost 3 straight weeks. At the end of last summer I didn't do anything to treat the problem (I know, dumb, but money was tight). To top it off, there was so much snow this winter that much of the 1-2" of topsoil that the crabgrass was growing in was washed away in many spots. So now I've got some very sparse grass interspersed with rough ground patches. I've resigned myself to the fact that my lawn will not be perfect this year so my goal this summer is just to kill the crabgrass and have my landscaper do a serious lawn re-do in August. I put down Crabgrass plus New Seeding Lawn Fertilizer 10-15-10 yesterday (Sunday) and wanted to know if I should do step 1 again because my crabgrass problem was so extreme. Will doing step 1 again damage the soil? If I should repeat step 1 how long should I wait to do it? Also, how long do i wait to do step 2 following step 1? One more thing: It's supposed to rain this evening (Monday) and I'm wondering if the step 1 will be a waste now that it's going to rain. As you can tell, i'm new to this, but I'd like to not waste money and those step 1 bags are fairly expensive! thanks in advance for your help.
