Just Getting Started and Frustrated

I live in Staten Island, New York and have a good amount of soil and sun on all sides of my house throughout the day. Lately, we have had quite a bit of rain in the Northeast. I have been reading about your products and online articles but need one-one advice before purchasing and using products to be sure I am doing everything correctly from the start. Now that it is almost the end of June, where do I begin? Last year, except for one area, I removed most of the weeds and placed a water/air permeable cover over the soil to keep out new growth. I am happy to remove all the weeds and start with bare soil. I have seen vast variety of insects including very large healthy worms, ants, ground diggers (bees?), slugs and others I cannot identify. My soil analyzed at Harrington's (Connecticut) last year and basically I was advised to use compost. (My compost started with the best ingredients but did not decompose very quickly and still remains "uncooked".) Is it ok to use my rototill on the remaining weeds? Which products should I apply immediately - in what order or together? There are four fertilizer/seed spreaders; how do I judge which is best to use? Are your prices listed anywhere? I would like to become a good dyi organic gardener at home but have put off getting started for years because I need a good coach. I hope you can give me advice to get off to a flying start.
