I've heard that limestone should be applied when seeding a new lawn. Is Mag-I-Cal like lime or better and is it possible to use to much of it?

Mag-I-Cal is great for new lawns. Mag-I-Cal contains Calcium and Humates. Mag-I-Cal will rapidly raise soil pH. New Lawns like higher pH soil in the range of 6.0-7.0. Weeds thrive in lower pH soils of 4.5-5.5. Mag-I-Cal will raise the pH quickly so the new grass will establish properly.
